悪臭が生んだ下水道
1858年の夏、ロンドンでは猛暑のなか、長年汚水が流れ込んでいたテムズ川から強烈な悪臭が立ちのぼり、「大悪臭(Great Stink)」と呼ばれました。川沿いに建つ国会議事堂では、窓に塩化石灰を浸したカーテンを掛けましたが効果は乏しく、議会は移転まで検討しました。これをきっかけに、首都事業委員会の主任技師ジョゼフ・バザルジェットの下水道計画を進める法律が、同年8月にわずか18日で成立しました。彼は総延長約132キロの幹線遮集下水道と約1800キロの街路下水道を設計し、汚水を市街地の東の下流へ運びました。主要部分は1865年に稼働し、1875年ごろに完成しました。バザルジェットは人口増加を見込んで管の直径を計算値の約2倍にしたと伝えられ、このため下水道は20世紀に入っても使われ続け、現在も一部が現役です。コレラの流行もこの後、収まりました。

In the summer of 1858, London smelled so terrible that Parliament could hardly continue its work.
For years the waste of more than two million residents had drained directly into the River Thames, and unusually hot weather made the odor unbearable.
Curtains soaked in chemicals were hung in the windows of Parliament, but they made little difference.
Within weeks, politicians approved funding for a vast new sewer system.
An engineer designed a network of brick tunnels that carried the waste far downstream.
He insisted on making the pipes about twice as wide as his calculations required.
Because of that decision, the system has served a far larger city and remains in use today.
