Until 1994, the most crowded place on earth occupied a single block in Hong Kong.

Kowloon Walled City covered an area smaller than a large city park, yet roughly thirty-three thousand residents lived there.

Because of an unusual gap in authority between Britain and China, no government effectively administered it, so buildings were constructed without permits, plans or inspections.

Towers rose until aircraft approaching the nearby airport limited their height.

Sunlight never reached the lower alleys, and pipes leaked continuously overhead.

Yet the community was largely self-governing and functioned better than outsiders assumed.

It was demolished in 1994, and the site is now a quiet public garden.
